For snack brands selling into Europe, the packaging question is changing.
It is no longer simply:
“Can we use a recyclable bag?”
The more useful question is:
“Can we simplify our current pouch for recycling without losing the barrier and shelf life our product needs?”
This is especially relevant as Regulation (EU) 2025/40, the Packaging and Packaging Waste Regulation (PPWR), has applied across the EU from August 12, 2026, subject to its specific transitional provisions. The regulation sets a path toward packaging being designed for recycling, followed by recyclability performance requirements and recycling at scale.
For chips, nuts, dried fruit, granola, candy and similar snacks, that usually means reviewing the complete flexible packaging structure rather than simply replacing one film with another.
At BioPack, this is how we approach that transition.
Under the EU PPWR, snack brands need to look beyond a simple “recyclable” material claim and consider how the complete pouch is designed for recycling. For many dry snacks, mono-material PE structures offer a practical alternative to conventional PET/PE, PET/VMPET/PE or foil laminates, provided the required oxygen, moisture and grease barriers can still be achieved. BioPack recommends choosing the structure around the food, shelf-life target and filling process first, then optimizing the pouch for recyclability.
PPWR establishes that packaging placed on the EU market must become recyclable.
The European Commission is expected to establish detailed design-for-recycling criteria and recyclability performance grades by January 1, 2028. Packaging will then progressively be assessed against Grades A, B and C, with the main design-for-recycling requirements starting from 2030. Recycled-at-scale requirements follow from 2035, and from 2038 packaging will generally need to reach Grade A or B, subject to the regulation's applicable provisions.
This is why we do not recommend treating “mono-PE” and “PPWR compliant” as interchangeable terms.
A polyethylene pouch may be a good starting point, but PPWR considers the packaging as a whole, including components such as:
barrier layers
inks and coatings
adhesives
zippers
labels
windows
other attached components
For current packaging development, a more accurate goal is to design a PPWR-ready recyclable pouch that can be further evaluated against the final EU design-for-recycling criteria.
Traditional snack packaging often uses structures such as:
PET / PE
PET / VMPET / PE
PET / AL / PE
There is a good technical reason for this.
These laminates can provide excellent oxygen, moisture, aroma and light protection. They have been widely used because they work.
The difficulty is that combining different polymer or material families can make the finished packaging harder to recycle through a single material stream.
For brands preparing for PPWR, the objective should therefore not be to remove layers at any cost.
This is where packaging projects often go wrong.
A supplier may offer a standard recyclable pouch and use the same specification for every snack application.
We do not recommend that approach.
Chips and Crisps
Chips need reliable protection against both oxygen and moisture.
If the current pouch uses a metallized structure, changing directly to a basic PE film may reduce shelf-life performance.
For these products, we normally evaluate a higher-barrier PE-based recyclable structure first, then confirm sealing and shelf-life performance before commercial production.
Nuts and Trail Mix
Roasted nuts contain natural oils and are more sensitive to oxidation than many dry candies or cereal products.
The important properties are usually:
oxygen barrier
moisture protection
grease resistance
aroma retention
seal reliability
For nuts, reducing the barrier simply to achieve a recyclable claim can be a false economy if the product loses freshness faster.
Dried Fruit and Granola
Many dried fruits, granola products and cereal snacks are good candidates for recyclable PE pouches.
Moisture protection is often the first concern, while a resealable zipper can help maintain product quality after opening.
Depending on the formulation and shelf-life target, a standard or enhanced-barrier mono-PE structure can be evaluated.
Gummies and Candy
For many gummy and confectionery products, moisture control and seal performance can matter more than an extremely low oxygen transmission rate.
This can make recyclable stand-up PE pouches a relatively straightforward place to begin a packaging transition.
For a typical dry snack project, we may start with a specification such as:
Packaging format:
Stand-up pouch or flat-bottom pouch
Material direction:
PE-based mono-material recyclable structure
Barrier:
Standard or high barrier according to the product and shelf-life target
Closure:
PE-compatible zipper where required
Printing:
Custom rotogravure, flexographic or digital printing depending on quantity and SKU requirements
Finish:
Matte or gloss, with decorative effects reviewed for recycling compatibility
Optional features:
Tear notch, hang hole, transparent area or easy-open design
The final structure is then adjusted around the food rather than forcing every product into one laminate.
Recyclability and recycled content are related, but they are not the same requirement.
PPWR introduces minimum recycled-content requirements for certain plastic packaging categories from 2030, subject to the applicable category, calculation methods, exemptions and implementing rules.
BioPack can also evaluate PCR-containing PE structures where appropriate.
For food packaging, however, PCR should not simply be added because a buyer requests a recycled-content percentage.
Direct food-contact suitability, material source, regulatory requirements and the intended layer construction all need to be checked first.
For packaging buyers, it is better to treat these as three separate questions:
Is the pouch designed for recycling?
Does it need recycled content?
Is the proposed structure suitable for food contact?
Solving all three together produces a much stronger long-term packaging specification.
Are mono-material PE snack pouches PPWR compliant?
Not automatically. Mono-material PE is a useful design direction for recyclable flexible packaging, but final PPWR recyclability depends on the complete pouch and the applicable EU design-for-recycling criteria.
What snacks are suitable for recyclable PE pouches?
Common candidates include dried fruit, granola, cereals, candy, gummies, nuts and some chips. Higher-barrier versions may be required for oily or oxygen-sensitive foods.
Can recyclable snack pouches have a zipper?
Yes. Where possible, the zipper should be compatible with the primary PE structure so the complete pouch is designed with recycling in mind.
Can recyclable PE pouches replace foil snack packaging?
In some applications, yes. In others, the existing foil or metallized layer may provide critical oxygen or light protection. The barrier requirement and shelf life should be evaluated before changing structures.
Is paper packaging automatically better under PPWR?
No. Paper packaging can include coatings, plastic films, aluminum or other components. The complete material structure needs to be considered when assessing recyclability.
